What is the maximum percentage of pension I can commute?

You can commute up to 1/3rd (33.33%) of your monthly pension. The remaining 2/3rd continues as your monthly pension.
When does the commuted portion get restored?

The commuted portion is restored after 15 years from the date of commutation. If the pensioner dies earlier, it is restored to the family pensioner. The restoration happens automatically.
Is the commuted lump sum taxable?

Can I commute my family pension?

Yes, family pensioners (widow/widower) can also commute up to 1/3rd of their family pension, subject to the same conditions. Restoration happens after 15 years or on death of the family pensioner.
How is the commuted value calculated?
